As mentioned in the Chinese classics, “There are some fixed principles in governing a state, among which benefiting the people should be the root.”

为民造福是立党为公、执政为民的本质要求社会保障基金。中国共产党历来高度重视民生改善和社会保障。

Working for the wellbeing of the people is an embodiment of the CPC’s commitment to serving the public good and exercising power in the interests of the people. Our Party has always put great emphasis on social security and the improvement of public wellbeing.

中国共产党十八大以来，以习近平同志为核心的中共中央坚持以人民为中心的发展思想，把社会保障体系建设摆上更加突出的位置，对中国社会保障体系建设作出顶层设计，推动中国社会保障体系建设进入快车道社会保障基金。

Since the 18th National Congress of the CPC in 2012, the CPC Central Committee with Xi Jinping at its core has pursued a people-centered development approach, made top-level plans for the development of China’s social security system, and thereafter steered it onto a fast track.

统一城乡居民基本养老保险制度，实现机关事业单位和企业养老保险制度并轨，建立企业职工基本养老保险基金中央调剂制度社会保障基金。

So far, we have established unified basic pension programs for rural and urban residents,aligned pension programs for staff of government offices and public institutions with those for enterprises, and established a system of central regulation for enterprise employees’ basic old-age insurance funds.

整合城乡居民基本医疗保险制度，全面实施城乡居民大病保险，组建国家医疗保障局社会保障基金。推进全民参保计划，降低社会保险费率，划转部分国有资本充实社保基金。积极发展养老、托幼、助残等福利事业。

We have taken steps to unify the basic medical insurance programs for rural and non-working urban residents, fully implemented the critical illness insurance system for rural and urban residents, and established the National Healthcare Security Administration.We have worked to expand social security coverage in an effort to ensure access for all, reduced social insurance premiums, and transferred a portion of state capital into social security funds.We have also actively developed social welfare programs in areas such as elderly care, childcare, and care for people with disabilities.

人民群众不分城乡、地域、性别、职业，在面对年老、疾病、失业、工伤、残疾、贫困等风险时都有了相应制度保障社会保障基金。

Through these efforts, all members of the public, regardless of their gender, location, occupation, or whether they live in urban or rural areas, have been provided with institutional protection against risks such as old age, illness, unemployment, work-related injury, disability, and poverty.

新时代这十年，是中国社会保障制度改革力度最大、发展速度最快的时期社会保障基金。目前，中国建成世界上规模最大的社会保障体系，基本养老保险覆盖10.4亿人，基本医疗保险参保率稳定在95%。

In the past decade of the new era, we have launched the most extensive reform and attained the fastest development in our country’s social security system. At present, we have built the world’s largest social security system, with basic medical insurance that covers 95% of Chinese residents and basic old-age insurance that covers 1.04 billion people.

社会保障关乎人民最关心最直接最现实的利益问题，要在推动社会保障事业高质量发展上持续用力社会保障基金。

Since social security issues are of greatest concern to the people in their everyday life, we must make constant efforts in promoting high-quality development of our social security programs.

中国共产党二十大报告对健全社会保障体系提出了新的要求，作出重大部署社会保障基金。

New requirements and a series of major plans were stated in the report to the 20th CPC National Congress as follows.

要健全覆盖全民、统筹城乡、公平统一、安全规范、可持续的多层次社会保障体系社会保障基金。

We will further improve the multi-tiered social security system that covers the entire population in urban and rural areas and see that it is fair, unified, reliable, well-regulated, and sustainable.

完善基本养老保险全国统筹制度，发展多层次、多支柱养老保险体系社会保障基金。实施渐进式延迟法定退休年龄。扩大社会保险覆盖面，健全基本养老、基本医疗保险筹资和待遇调整机制，推动基本医疗保险、失业保险、工伤保险省级统筹。

We will improve the unified national management system for basic old-age insurance funds and develop a multi-tiered and multi-pillar old-age insurance system. The statutory retirement age will be gradually raised.We will expand the coverage of social insurance programs, improve the mechanisms for financing and adjusting benefits for basic old-age insurance and basic medical insurance, and work toward provincial-level unified management of funds for basic medical insurance, unemployment insurance, and workers’ compensation.

促进多层次医疗保障有序衔接，完善大病保险和医疗救助制度，落实异地就医结算，建立长期护理保险制度，积极发展商业医疗保险社会保障基金。

We will promote the orderly linking up of medical insurance programs at different levels, improve major disease insurance and medical assistance schemes, and see that medical expenses are settled where they are incurred. We will institute an insurance system to support long-term care and vigorously develop commercial medical insurance.

加快完善全国统一的社会保险公共服务平台社会保障基金。健全社保基金保值增值和安全监管体系。健全分层分类的社会救助体系。

We will move faster to improve the nationally unified public platform for social insurance services. Improvements will be made to the system whereby social security funds are kept safe through supervision and their value is maintained and increased over time. The multi-tiered and categorized social assistance system will be improved.

坚持男女平等基本国策，保障妇女儿童合法权益社会保障基金。完善残疾人社会保障制度和关爱服务体系，促进残疾人事业全面发展。

We will remain committed to the fundamental national policy of gender equality and protect the lawful rights and interests of women and children. For people with disabilities, we will improve the social security and service systems and promote all-around development of related programs.

坚持房子是用来住的、不是用来炒的定位，加快建立多主体供给、多渠道保障、租购并举的住房制度社会保障基金。

Adhering to the principle that housing is for living in and not for speculation, we will move faster to build a housing system featuring multiple suppliers and various channels of support that encourages both housing rentals and purchases.
